Adding/Editting Page changing Elements

When adding or editting a page from the CMS control panel there is a dropdown menu to change Elements. When changed, it can't be changed back to Normal. When it's changed to Normal it's set to Paragraph.

    Hmm... technically 'normal' and 'paragraph' do the same thing anyway when selected (wrap it in a paragraph tag), but it's definitely supposed to show 'normal' when not in a paragraph tag.

    If I remember right, IE creates paragraphs by default so you're always in a paragraph, but Firefox uses BR tags and I couldn't reliably get them to both behave the same way. I imagine the elements dropdown wonkiness is probably slightly different between browsers too.
