Rewrite ini parsing to be compatible with PHP 5.3

PHP 5.3 rewrites the parse_ini_file() internals, and Sitellite relies on some things that are no longer allowed in INI formatting any more. This includes inc/conf/cache.php, mailform rules in any form/collection files (no spaces in keys now), and probably elsewhere as well.

PHP 5.3.1 fixed a lot of the issues, I fixed the rest in Sitellite.
