Of course, you could always utilise the bookmark feature to have the option to add a new page on the front of the control panel.

No, you can't. There's no bookmark option for adding a new page. From what I understand, only pages with search parameters have the bookmark option.
My point is more of a UI issue. From within the control panel, the only way to add a page is via a small, unobtrusive link. I'd like to see it made more prominent, perhaps with an icon as well.

John, what do you think about that issue? I'm not sure if we want do to something for that.

Adding an icon or making it bold looks strange when there are other links next to it (e.g., 'Deleted Web Pages'), and the default + icon from the Web View doesn't line up properly without some CSS work.
I would say let's hold off on minor UI changes like this and wait until we consider the overall Control Panel UI and how to improve it overall.
