Template management

It would be a great if there was someway to manage the teams and users that can access various templates. Right now template access is an all or nothing thing, but it would be helpful to limit who can use specific templates. This would allow an administrator to load up a variety of templates and configure who can access/use them while the end user would only see the templates that he or she had access to.
