Bad rss encoding in siteevent

RSS feed encoding is hardcoded to iso-8859-1 in siteevent. It should take care of global encoding.

Awesome, I just used the new "Fork Queue" feature on Github to merge this into Sitellite's master branch.
Btw, I really have been meaning to merge all your changes soon, but I've been a little inundated with work lately and Git is still new to me so I want to take the time to do it right and not break anything :) Just wanted you to know since your work is much appreciated!
