bug with nested if else in stp

In file inc/app/siteevent/html/list.stp , there are nested if conditions that don't seem to work. If an event is checked as 'high', it is displayed twice. I guess this is a bug in simple template parser.

I'll have to dig into SimpleTemplate since it does seem to be confused about which {if} the {if else} pertains to here. In the meantime, I've committed a fix for SiteEvent so the duplicates are avoided.
