Allow 301 redirects

A page that is set to redirect to another URL always generates an HTTP 302 (moved temporarily) redirect. Allow the author to specify whether the redirect should be a 302 (temporary) or a 301 (permanent). The latter is preferred when a site structure is being revamped, to provide an SEO-friendly method of identifying equivalent new content for old page ID's.
